Permits and Traffic Rights
Q: How fast can EVO generally obtain Russian, Ukrainian, Kazak, China, India, Vietnam etc. overflight and landing permits?
A: AIP Published rules state anywhere from 3-7 day advance notification is required at the countries where we operate. Like other companies, EVO has formal agreements with various permit authorities that provide for express permits. We can often obtain permits under contract at many countries in less than 12 hours. Q: For what other countries can EVO obtain landing permits and overflight rights?
A: Russia, Ukraine and all C.I.S Countries, Eastern European countries (including non-EU Countries, China, India and Mongolia. Recent additions to our capability include Taiwan, Vietnam and Malaysia.
Q: What about traffic rights issues and preferred routes for scheduled airlines and ad hoc airline charters?
A: EVO is under contract with major airlines for obtaining preferred routes, ad hoc and blanket permits and traffic rights throughout the region where we have stations. Please contact us with specific details of your airline and planned routings.
Q: What does EVO charge for permit assistance and/or traffic rights assist?
A: EVO generally charges 95-165 EURO to obtain permits, with no rush charges applied. Additional third party fees may apply, including any formal contract fees. Volume customers get discounts. Blanket permits are obtainable in some cases for a series of flights that may occur on a schedule for 1-6 months.
Billing
Q: Billing from flights to Russia often seems expensive and full of additional State charges. Are these avoidable?
A: EVO does not control State Airport Fees including mandatory fees levied by Russian/CIS airports for State handling fees, Security, Traffic Handling, Meteo fees and other charges. For details and explanations on how to best understand the charges that appear on your bill please click [here].
Q: There are "Traffic Handling," "Ramp Handling," and "Technical Handling" on the same bill. What do I get for these fees?
A: State Airports in Russia/C.I.S. are often monopolies. There is a legacy of State-determined fees based on MTOW. State Airports still charge multiple handling fees based on wrogn assumptions that the flight is commercial with paying passengers using jetways and commercial terminals when only basic services are provided. Currently such fees are not being dropped by the airports.
Q: What is the "Vendor Admin Fee: or "Admin Fee" on my bill for?
A: EVO may have has up to 12 different 3rd party vendors at each airport. Vendors include; airports, airport security, air navigation authorities, de-icing, transport companies, catering, etc. Each vendor needs their bill collected and checked, then processed and then finally paid by bank wire transfer. Bank wire transfers average $45 USD per wire. Many such vendors are prepaid or have EVO funds on deposit. EVO incurs manpower costs, processing costs, bank charges and the cost of prepayment and security deposit financing, so we add admin fees on top of all 3rd party charges regardless of any “credit fee” for extending credit.
EVO Stations and Staff
Q: Are they always EVO personnel on the ground serving my aircraft?
A: We clearly identify our stations with full time EVO staff. The only exceptions where EVO staff are not on the ground are low traffic stations where we appoint and train subcontracted staff to EVO standards. EVO also works in partnerships and with joint ventures and such stations are considered EVO personnel stations.
Q: What is the difference between an EVO Premium Location and an EVO-Lite or Platinum locations?
A: Where EVO has true FBO capabilities it is a Premium Location. Where EVO has a registered agent who is branded EVO, it is an EVO-Lite location. Platinum locations are high volume locations where there are also dedicated buildings/facilities of the FBO.
